1.1    The Chair welcomed the Committee Members, the Minister and members of the public to the meeting.

2.1    The Committee received evidence from the Minister, who agreed to provide the following additional:

·         Information on the consideration of byelaws by full council and the executive

·         A note on case law on the use of the term ‘good rule and governance’ and ‘suppression of nuisances’;

·         A flowchart for the creation of a byelaw.

2.2    The Committee agreed to write to the Minister with further questions and he agreed to provide written answers.

The Committee will be invited to resolve to exclude the public from item 3 of the meeting in accordance with Standing Order 17.42(vi):

A Committee may resolve to exclude the public from a meeting or any part of a meeting where:

(vi) the Committee is deliberating on the content, conclusions or recommendations of a report it proposes to publish; or is preparing itself to take evidence from any person.
