Legislative Consent: Levelling-up and Regeneration Bill

The Levelling-up and Regeneration Bill (the Bill) was introduced in the House of Commons on 11 May 2022.

 

The long title to the Bill notes that it is a Bill “to make provision for the setting of levelling-up missions and reporting on progress in delivering them; about local democracy; about town and country planning; about Community Infrastructure Levy; about the imposition of Infrastructure Levy; about environmental outcome reports for certain consents and plans; about regeneration; about the compulsory purchase of land; about information and records relating to land, the environment or heritage; for the provision for pavement licences to be permanent; about governance of the Royal Institution of Chartered Surveyors; about vagrancy and begging; and for connected purposes.”

 

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls within the competence of the Senedd.

 

A Legislative Consent Motion for the Levelling-up and Regeneration Bill was agreed in plenary on 17 October 2023.

On 6 October 2023, the Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 141 KB).

 

The Business Committee agreed (PDF 38KB) that the Supplementary Legislative Consent Memorandum (Memorandum No. 5) on the Levelling-up and Regeneration Bill will be considered and reported on, to the Senedd, by 16 October 2023.

On 16 August 2023, the Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 240 KB).

 

The Business Committee agreed (PDF 38KB) that the Supplementary Legislative Consent Memorandum (Memorandum No. 4) on the Levelling-up and Regeneration Bill will be considered and reported on, to the Senedd, by 13 October 2023.

 

The Climate Change, Environment, and Infrastructure Committee laid its report on the Supplementary Legislative Consent Memorandum (Memorandum No. 4) on the Levelling-up and Regeneration Bill (PDF 107KB) on 29 September 2023. The Welsh Government responded on 17 October 2023.

 

The Economy, Trade and Rural Affairs Committee wrote to the Minister for Climate Change on 2 October 2023 (PDF 102KB).

On 27 April 2023, the Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 84.5 KB).

 

The Business Committee agreed (PDF 39.8kb) that the Supplementary Legislative Consent Memorandum on the Levelling-up and Regeneration Bill will be considered and reported on, to the Senedd, by 22 May 2023.

 

On 9 May 2023, the Business Committee agreed (PDF 51.9KB) a new reporting deadline of 5 June 2023.

The Welsh Government laid a Legislative Consent Memorandum (LCM) (PDF 161KB) on the Bill before the Senedd on 28 September 2022.

The Business Committee referred the LCM to the Climate Change, Environment and Infrastructure Committee, the Economy, Trade and Rural Affairs  Committee, the Local Government and Housing Committee and the Legislation, Justice and Constitution Committee with a reporting deadline of 8 December 2022 (PDF 46.2KB)
