Legislative Consent: British Sign Language Bill
The British Sign Language Bill (the BSL Bill) was introduced in the House of Commons on 16 June 2021.
The long title to the BSL Bill notes that it is a Bill to “recognise British Sign Language as a language of England, Wales and Scotland; to require the Secretary of State to report on the promotion and facilitation of the use of British Sign Language by ministerial government departments; and to require guidance to be issued in relation to British Sign Language.”
The BSL Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls within the competence of the Senedd.
The Legislative Consent Motion for the British Sign Language Bill was agreed in Plenary on 26 April 2022.
Legislative Consent Memorandum – March 2022
The Welsh Government laid a Legislative Consent Memorandum (LCM) (PDF 110KB) on the BSL Bill before the Senedd on 8 March 2022.
The Business Committee referred the Legislative Consent Memorandum to
the Equality and
Social Justice Committee and the Legislation,
Justice and Constitution Committee, with a reporting deadline
of 26 May 2022 (PDF 38.5KB).
On 22 March 2022, the Business Committee agreed (PDF 51.4KB) a new reporting deadline of 26 April 2022.
