Legislative Consent: Professional Qualifications Bill

The Professional Qualifications Bill (the Bill) was introduced in the House of Lords on 12 May 2021.

 

The long title to the Bill notes that it is a Bill “to make provision relating to entitlement to practise certain professions, occupations and trades; and for connected purposes.”

 

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls  within the competence of the Senedd.

On 16 March 2022, the Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 191KB).


Supplementary Legislative Consent Memorandum (Memorandum No. 2) – December 2021

 

On 6 December 2021, the Welsh Government laid a Supplementary Legislative Consent Memorandum. (PDF 130KB).

 

The Business Committee agreed (PDF 39.5KB) that the Supplementary Legislative Consent Memorandum on the Professional Qualifications Bill (Memorandum No. 2) will be considered and reported on, to the Senedd, by 10 February 2022.

 

The Legislation, Justice and Constitution Committee published its report on the Welsh Government’s Supplementary Legislative Consent Memorandum on the Professional Qualifications Bill (PDF 163KB) on 28 January 2022. The Welsh Government responded (PDF 298KB) to the report on 10 February 2022.

 

The Economy, Trade and Rural Affairs Committee laid its report (PDF 130KB) on 8 February 2022. The Committee Chair also wrote (PDF 77KB) to the Minister for Education and Welsh Language, to request further information in advance of plenary debate, and received a response (PDF 331KB) on 11 February 2022.

 

Legislative Consent Memorandum – June 2021

 

The Welsh Government laid a Legislative Consent Memorandum (LCM) (PDF 155KB) on the Bill before the Senedd on 17 June 2021.

 

The Business Committee referred the LCM to the Economy, Trade and Rural Affairs Committee and the Legislation, Justice and Constitution Committee, with a reporting deadline of 30 September 2021. (PDF 42KB)

 

The Legislation, Justice and Constitution Committee wrote to the Minister for Education and the Welsh Language on 12 August 2021 in relation to the LCM. The Minister responded on 10 September 2021.

 

The Legislation, Justice and Constitution Committee published its report on the Welsh Government’s Legislative Consent Memorandum on the Professional Qualifications Bill (PDF 235KB) on 30 September 2021. The Welsh Government responded to the report on 6 October 2021.

 

The Economy, Trade and Rural Affairs Committee laid its report (PDF 120KB) on the LCM on 28 September 2021. That committee also wrote (PDF 175KB) to the Minister for Education and Welsh Language on 28 September 2021, and received a response (PDF 275KB) on 4 October 2021.
