Legislative Consent: Environment Bill

The Environment Bill (the Bill) was introduced in the House of Commons on 30 January 2020.

 

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls  within the competence of the Senedd.

 

The Welsh Government laid a Legislative Consent Memorandum (LCM) (PDF 331KB) on the Bill before the Senedd on 18 June 2021.

 

The LCM notes that the UK Government’s stated policy objectives for the Bill are to provide a legal framework for environmental governance once the UK leaves the EU and to make provision for specific improvement of the environment, including measures on waste and resource efficiency, air quality and environmental recall, water, nature and biodiversity, and conservation covenants.

 

The Business Committee referred the LCM to the Climate Change, Environment, and Infrastructure Committee and the Legislation, Justice and Constitution Committee, with a reporting deadline of 13 September 2021.

 

*The Welsh Government previously laid an LCM in respect of the Bill during the Fifth Senedd.
