The Trefnydd drew Business Managers’ attention to the following changes to Tuesday’s business:

 

  • Motion to suspend Standing Orders (5 mins)
  • Proposal under Standing Order 12.24 to debate the following items together but with separate votes (45 mins):
    • The Health Protection (Coronavirus Restrictions) (No. 5) (Wales) (Amendment) (No. 22) Regulations 2021
    • The Health Protection (Coronavirus Restrictions) (No. 5) (Wales) (Amendment) (No. 23) Regulations 2021
    • The Health Protection (Coronavirus Restrictions) (No. 5) (Wales) (Amendment) (No.25) Regulations 2021
  • LCM on the Police, Crime, Sentencing and Courts Bill (15 mins) - Postponed until 18 January

 

The Trefnydd also agreed to extend the time allocated to the Debate on a Statement: The Draft Budget 2022-23 from 60 to 90 minutes.

Business Committee agreed to table a motion to elect Sioned Williams as a member of the Children, Young People and Education Committee in place of Sian Gwenllian, following her appointment as a Designated Member.

 

Plenary format

 

Business Committee discussed the format of Plenary meetings for future weeks. A majority agreed that Plenary will remain virtual next week, with the position for future weeks to be kept under review.

Business Committee agreed to add a Petitions Committee debate on ‘Petition P-06-1243 Reinstate cervical screening to every three years’ to 19 January in place of 60 minutes of the 120 minutes currently allocated to the Welsh Conservatives.

Landfill Disposal Tax (Tax Rates) (Wales) (Amendments) Regulations 2022-23

Minutes:

Business Committee agreed that the Legislation, Justice and Constitution Committee should report on the Landfill Disposal Tax (Tax Rates) (Wales) (Amendments) Regulations 2022-23 by Monday 31 January 2022.

The Official Controls (Extension of Transitional Periods and Miscellaneous Amendments) (Wales) (EU Exit) Regulations 2021

Minutes:

Business Committee agreed that the Legislation, Justice and Constitution Committee should report on the Official Controls (Extension of Transitional Periods and Miscellaneous Amendments) (Wales) (EU Exit) Regulations 2021 by Monday 31 January 2022.

Legislative Consent Memorandums on the Health and Care Bill, the Police, Crime, Sentencing and Courts Bill, the Subsidiary Control Bill and the Animal Welfare (Kept Animals) Bill

Minutes:

Business Committee agreed to:

  • refer the Supplementary LCM (No 2) on the Health and Care Bill to the Health and Social Care Committee and the Legislation, Justice and Constitution Committee with a reporting deadline of 17 February 2022;
  • refer the Supplementary LCM (No 3) and Supplementary LCM (Memorandum No 4) on the Police, Crime, Sentencing and Courts Bill to the Legislation, Justice and Constitution Committee with a reporting deadline of no later than the morning of 18 January 2022;
  • refer the Supplementary LCM (No 2) on the Subsidy Control Bill to the Economy, Trade and Rural Affairs Committee and the Legislation, Justice and Constitution Committee with a reporting deadline of 3 March 2022; and
  • refer the Revised Supplementary LCM (No 2) on the Animal Welfare (Kept Animals) Bill to the  Economy, Trade and Rural Affairs Committee and the Legislation, Justice and Constitution Committee with a reporting deadline of 3 March 2022.

Legislative Consent Memorandum on the Nationality and Borders Bill

Minutes:

Business Committee agreed to revise the reporting deadline for all committees on the LCM on the Nationality and Borders Bill to 17 February 2022.

5.3

Additional guidance on the operation of Plenary proceedings during the Co-operation Agreement

Minutes:

Business Committee noted the additional guidance to be issued by the Llywydd under Standing Order 6.17. Sian Gwenllian expressed the Plaid Cymru group’s objection to the reduction to the number of spokespeople questions that its Members will be called to ask without notice during Oral Questions to Ministers.

 

Business Committee agreed to consider the options for the scrutiny of Designated Members and the Leader of Plaid Cymru further at a future meeting.
