Introductions, apologies, substitutions and declarations of interest

Minutes:

1.1 The Chair welcomed Members to the virtual meeting of the Children, Young People and Education Committee.

1.2 In accordance with Standing Order 34.19, the Chair stated that she had determined that the public were excluded from the Committee’s meeting in order to protect public health but that the meeting would be broadcast live on www.senedd.tv

1.3 The Chair stated that if for any reason she dropped out of the meeting, the Committee agreed that Dawn Bowden MS would become Temporary Chair in accordance with Standing Order 17.22.

1.4 There were no apologies.

Scrutiny of the Children's Commissioner for Wales Annual Report 2019 - 2020: consideration of the evidence

Minutes:

6.1 The Committee considered the evidence it had heard from the two previous sessions.

6.2 The Committee agreed to write to all Wales NHS health boards requesting clarification on the available information on their websites about the pathways for help and support for children and young people with their mental health, and information on how to self-refer if its needed.

6.3 The Committee agreed to write to the Deputy Minister for Health and Social Services regarding gaps in residential care for children with the most complex needs.

6.4 The Committee also agreed to write to the Minister for Education regarding registration for teachers in independent schools.

Curriculum and Assessment (Wales) Bill: consideration of headline issues

Minutes:

7.1 The Committee considered the headline issues for its Stage 1 report. A draft report will be discussed at the meetings on 19 and 26 November.

Welsh Government Draft Budget 2021 - 2022: consideration of the Committee's letters to the Welsh Government

Minutes:

8.1 The Committee agreed the draft letters.

8.2 The Committee requested that it also writes to the Minister for Housing and Local Government regarding school budgets within the local government settlement, and the Minister for Mental Health, Wellbeing and Welsh Language about funds for activities to support education, development and training opportunities for children and young people through medium of Welsh.
