Business Committee agreed that there was no need to schedule breaks for this week, as there is no need for changeovers of Members in a virtual setting.

             Debate on the Economy, Infrastructure and Skills Committee Report: Public procurement in the foundational economy (6030 mins)

 

Wednesday 25 November 2020 –

 

  • Debate on a Member's Legislative Proposal (30 mins)
  • Climate Change, Environment and Rural Affairs Committee debate on the National Development Framework (60 mins)
  • Time allocated to the Welsh Conservatives (60 mins)

Letter from the Chair of the Petitions Committee

Minutes:

 

Business Committee agreed to schedule the debate on the petition for next Wednesday for 30 minutes, and asked that the Economy, Infrastructure and Skills Committee reduce the time for their debate on that day to 30 minutes to accommodate this.

Legislation

4.1

The Health Protection (Coronavirus Restrictions) (No.3) (Wales) Regulations 2020

Minutes:

The Business Committee noted that the regulations are to be considered by the Senedd today, and that the LJC Committee has already reported.

Minutes:

Business Committee discussed the letter and agreed to keep the process under review.

Welsh Government Draft Budget 2021-22

5.1

Letter from the Minister for Finance and Trefnydd

Minutes:

Business Committee agreed to the revised budget timetable, including a revised date of 4 February for committees to report. Business Committee also agreed to the Finance Committee’s request to hold an additional meeting during recess on 8 January, which the Minister for Finance and Trefnydd indicated she would be happy to attend.

Senedd Business

6.1

Committee of the Regions - UK Contact Group

Minutes:

Business Committee agreed that the Llywydd should nominate David Rees and Russell George as member and substitute, respectively, of the Committee of the Regions UK contact Group for the remainder of this Senedd.

Papers to note

7.1

Letter from the Llywydd

Minutes:

Business Managers noted the letter confirming the establishment of the new Independent Alliance for Reform group, and noting that the group would not be called for leaders’ or spokespeople’s questions.

 

Any other business

Standing Orders

 

Business Committee agreed to schedule some separate meetings to discuss changes to Standing Orders before the end of the Fifth Senedd.

 

Committee membership

 

Business Committee agreed to table motions to elect Caroline Jones onto the Business Committee, and Mark Reckless onto Finance Committee.

 

The Committee also agreed to ask the IAR group to consider taking up the place on the External Affairs and Additional Legislation Committee previously held by Mandy Jones, before making any further decisions about the allocation of committee places to that group.

 

 

Next Week’s Plenary Meetings

 

Business Managers discussed the possibility of returning to a hybrid format for next week’s meetings, and agreed to discuss further with their groups before the Llywydd makes a decision.
