This Week's Business

Minutes:

The Trefnydd drew Business Managers’ attention to the two changes to this week’s business – the addition of a statement on an update on special measures arrangements at Betsi Cadwaladr University Health Board, and the Legislation (Wales) Act 2019 (Amendment of Schedule 1) Regulations 2020 moving to later in the day.

 

Changeovers

 

The Llywydd informed Business Managers that Members who sit in the vicinity of seats which are changing (currently Conservatives and government benches) should also leave the Siambr during changeovers, to return only after the bell is rung, to give those managing the changeovers the space they need.

 

Zoom update

 

The Llywydd asked Business Managers to remind those Members who are joining Plenary virtually to do so in plenty of time, as there is a Zoom update which may cause them to be asked for a password.

·                     Statement by the Deputy Minister for Economy and Transport: Update on the Valleys Taskforce (45 mins)

·                     LCM on the Medicines and Medical Devices Bill (15 mins)

·                     Debate: The Equality and Human Rights Annual Review 2019-20 (60 mins)

 

The Trefnydd drew Business Managers’ attention to the debate on the LCM on the Trade Bill on 15 December, and proposed changing the supplementary LCM reporting deadline for committees to 11 December.

Three Week Timetable of Senedd Business

Business Committee agreed to schedule the following items of business:

 

Wednesday 2 December 2020 –

  • Standards of Conduct Committee report – Report 02-20 (15 mins)

 

Wednesday 16 December 2020 –

 

  • Debate on the Children, Young People and Education Committee report: Mind over matter: two years on (60 mins)
  • Debate on the Culture, Welsh language and Communications Committee’s report on the impact of the pandemic on the Welsh language (30 mins)
  • Time allocated to Plaid Cymru (60 mins)

Legislation

4.1

The Non-domestic Rating (Multiplier) (Wales) Order 2020

Minutes:

Business Committee agreed to set a reporting deadline of Thursday 3 December for the Legislation, Justice and Constitution Committee to report on the Order.

 

5.

Senedd Business

5.1

Tabling arrangements for Christmas recess 2020

Minutes:

Business Committee confirmed the arrangements for laying documents during the Christmas period, including agreeing the proposal for duty clerks to be on call to publish any documents laid during the shutdown period between Christmas and New Year.

 

The Committee also confirmed the arrangements for tabling Plenary business for the first week of term and the arrangements for tabling amendments to bills.

 

The Committee also agreed the arrangements for the tabling of Written Questions.

 

The Trefnydd thanked the Commission for putting arrangements in place for duty clerks during the shutdown period, to deal with any Brexit or Covid-related matters.
