Decision:

The first 10 questions were asked.  Question 4 was transferred for written answer by the Minister for Environment and Sustainable Development.  Question 8 was transferred for written answer by the First Minister.

Point of Order

Jeff Cuthbert raised a Point of Order relating to Lindsay Whittle’s speech where he referred to a town in his “constituency” rather than in his “region”, given that he is the regional Member for South Wales East and not the constituency Member. Lindsay Whittle apologised and withdrew the remark. The Deputy Presiding Officer reminded Members again of the Presiding Officer’s notice regarding how Members should describe themselves, as set out in Standing Order No. 1.10 and the ‘Code on the Different Roles and Responsibilities of Constituency Members and Regional Members’. The Deputy Presiding Officer ruled that an inadvertent misuse will be dealt with with some leniency. However, any deliberate confusion will not be permitted, neither will any attempt to treat the rule with a degree of levity.

a) Recognise the potential of small and medium sized businesses to grow the Welsh economy;
