To
propose that the National Assembly for Wales:
1.
Notes the UK Government's stated intention to deliver a reserved powers model
for devolution through a new Wales Bill;
2.
Reiterates its support for Welsh devolution to function on the basis of a
reserved powers model;
3. Rejects any form of reserved powers model
that removes any powers currently exercisable by the Assembly under the present
arrangements;
4.
Calls for the creation of a Welsh legal jurisdiction as the most desirable and
effective legal framework to accompany the implementation of a reserved powers
model for devolution; and
5.
Calls for the devolution of criminal justice and policing to accompany the
creation of a Welsh legal jurisdiction.
