The National Assembly for Wales:
1. Believes that, following Scotland's independence
referendum, relations between the nations of these islands must change;
2. Believes that the people of Wales are sovereign
and it is they who should decide the nature and pace of constitutional
development in this country; and
3. Calls on the First Minister to immediately begin
discussions with the UK Government to facilitate a transfer of responsibility
over functions to Wales, in order to rebalance powers between the nations.

all the people of the UK, including Wales; and
3. Calls for the swift implementation of Parts 1
and 2 of the Commission on Devolution in Wales and the establishment of a
UK-wide constitutional convention to draft a plan for a new union.
