Purpose of the consultation
The
Finance Committee is undertaking an inquiry
into the collection of devolved taxes. From April 2018 Wales will need to have
a system for collecting and managing new Welsh taxes. The Welsh Government
consulted on a White Paper on the collection and
management of devolved taxes in Wales and intends to introduce a
Bill.
The
Committee’s inquiry into the collection of devolved taxes focuses on:
- the most efficient organisations to collect devolved
taxes in the short and longer term; and
- the
balance between the need for stability and opportunities to develop a
taxes
tailored for Wales in the future.
The Committee welcomes
your views on the following:
- Who
do you think should be responsible for the collection of Welsh taxes?
- Should
Welsh taxes be collected by one organisation or different taxes collected
by different organisations?
- How
can the experience and expertise of organisations which already collect
some taxes in Wales, such as Local Authorities and HMRC, be utilised?
- How
can the collection of Welsh taxes be future-proofed – should solutions be
such that they can be adapted to accommodate future taxation changes?
- How
do you think Welsh taxes can be collected in such a way that service
standards remain at a consistent level?
- Do
you
have any other comments relating to this inquiry which are not
specifically addressed above?
Invitation to contribute
to the inquiry
The
Committee welcomes responses in Welsh or English from both individuals and
organisations and will hold oral evidence sessions in due course.
Submissions
should be no longer than five sides of A4, with numbered paragraphs, and should
focus on matters set out above. Please see guidance for those
providing evidence for committees.
