Purpose of the consultation

The Climate Change, Environment and Rural Affairs Committee (‘the Committee’) had planned to undertake an inquiry into air quality.

 

The consultation closed on Friday 07 February 2020. Unfortunately, work on this inquiry was suspended in April 2020 to enable the Committee to focus its work on the impact of the Covid-19 pandemic. The Committee would like to thank everyone who has taken the time to contribute their views to this inquiry.

 

This work coincided with the Welsh Government’s consultation, The Clean Air Plan for Wales Healthy Air, Healthy Wales. The output from the Committee’s inquiry intended to inform the development of the Welsh Government’s legislative proposals for a Clean Air Act for Wales, which were expected to be published before the end of this Senedd term.

 

The Committee sought views on the Welsh Government’s legislative proposals relating to clean air, as outlined in its consultation, The Clean Air Plan for Wales Healthy Air, Healthy Wales, including:

 

  • What regulatory gaps or issues will need to be addressed after the UK leaves the EU? How should these be addressed and what will be the main challenges?

 

  • Are the Welsh Government’s proposals for a Clean Air Act appropriate? How could they be improved? What can be learned from legislative approaches elsewhere?

 

  • What are your views on the regulatory proposals in relation to the Local Air Quality Management regime? What are the main challenges in relation the proposed approach?

 

  • What are your views on the regulatory proposals relating to domestic combustion (including fireworks/bonfires), road vehicle idling and Clean Air Zones/Low Emission Zones?

 

  • What are the main challenges in introducing a legislative framework for air quality as set out in the consultation document?
