Point of Order

The Leader of the House raised a Point of Order, asking for a ruling on whether Adam Price’s supplementary to Question 4 had been inappropriate under Standing Order 13.9. The Llywydd said that she had listened to the question very carefully and that the Member had not made any accusation that was out of order. It was clearly a question put to the First Minister, and the First Minister clearly answered the question, and there was nothing more for the Llywydd to say on the matter.

Motion to suspend Standing Orders to allow the next item of business to be debated

To propose that the National Assembly for Wales, in accordance with Standing Orders 33.6 and 33.8:

Suspends Standing Order 12.20(i), 12.22(i) and that part of Standing Order 11.16 that requires the weekly announcement under Standing Order 11.11 to constitute the timetable for business in Plenary for the following week, to allow NNDM6374 to be considered in Plenary on Tuesday, 18 July 2017.

1. Notes the UK Government’s European Union (Withdrawal) Bill.

 

2. Believes:

 

a) it is wholly unacceptable in its current form; and

 

b) all necessary steps must be taken to protect the interests of Wales and the constitutional position and powers of the National Assembly, including the publication of a continuity bill.

Delete point 2 and replace with:

 

Believes that the UK Government's European Union (Withdrawal) Bill proves no threat to the current devolution settlement.

Footnote:

In accordance with the relevant provisions contained in the Government of Wales Act 2006 and Standing Order 20, the Supplementary Budget comprises the following information:

(i) the written statement required under section 125(3) of the Government of Wales Act;

(ii) the resources agreed by the Treasury for the Welsh block budget for the financial year covered by the motion;

(iii) a reconciliation between the resources allocated to the Welsh block budget by the Treasury and the resources to be authorised for use in the motion;

(iv) a reconciliation between the estimated amounts to be paid into the Welsh Consolidated Fund by the Secretary of State and the amounts to be authorised for payment out of the Fund in the motion; and

(v) a reconciliation between the resources to be authorised under section 125(1)(a) and (b) of the Act and the amounts to be authorised for payment out of the Welsh Consolidated Fund under section 125(1)(c).
