Minutes:

1.1        The Chair welcomed members of the Health and Social Care and Enterprise and Business sub-committees to the meeting.

1.2        Apologies for absence were received from Darren Millar, whose arrival had been delayed due to his attendance at a Business Committee meeting.

1.3        Apologies for absence were also received from representatives of PACT, who had been due to give evidence under Item 2, but were unable to attend.

2.1        The committee took evidence from the representatives of BBC Wales and TAC.

2.2        The witnesses agreed to provide further information on costs associated with the regulations, including: the cost of relocating BBC productions to England to record dramatic scenes in which actors were smoking; the cost arising from productions deciding not to locate in Wales as a result of the lack of an exemption in the legislation; and more detail on the cost of simulating smoking using CGI technology.
