The Committee considered the correspondence received and agreed to write to the Health, Social Care and Sport Committee to ask whether it has undertaken any work regarding the implementation of NICE guidelines during this Senedd, or whether this would be an area it would considering recommending to its successor committee in the Sixth Senedd. Following this, the Committee agreed to close the petition and thank the petitioner.

·         how the Welsh Government is considering recommendations recently produced in the Royal College of Psychiatry’s Position Statement on Personality Disorders; and

·         what action the Minister can take against health boards which are shown not to “take full account of NICE clinical guidance.”

  • how the additional funding for psychological therapies will be spent;
  • the content of the National Psychological Therapies Management Committee’s implementation plan;
  • the number of therapists currently available, the per person cost of providing treatment – including for out of area placements - and any analysis relating to the effectiveness of treatment for borderline personality disorder.

The Committee considered a summary of responses received from health boards in Wales relating to details of the services currently provided to people with borderline personality disorder in their areas.  Members agreed to seek the petitioner’s views on the full suite of responses provided by the health boards and, in light of these, to ask him to outline any specific ways in which he considers that the services or support provided for Borderline Personality Disorder need to be improved.

  • ask the Assembly’s Research Service for an analysis of the responses received and a comparison with the contents of NICE guidelines.

·         for details of the services currently provided to people with borderline personality disorder in their areas; and

·         whether specialist services are available as suggested by NICE guidelines.

  • write back to the Cabinet Secretary for Health and Social Services to ask for a response to the suggestion that a number of health boards in Wales are not following NICE guidelines for the treatment of borderline personality disorder, and that people with this diagnosis can experience exclusion from current psychological therapy services; and
  • consider writing to Local Health Boards in future, depending on the response received.
