It will be very hard to implement this proposed Bill, the law already protects children from violence. How does one distinguish from actual violence and a good healthy smack administered by loving parents? What is the law's definition of violence?

No, I think police time and resources would be diverted away from real genuine cases of child abuse to genuine incidents of true parental discipline.

I have read that child on child violence increased in Sweden as a consequence of banning smacking in 1979

Good parenting should where necessary include smacking. Children and communities all suffer where discipline is neglected, the old saw 'spare the rod and spoil the child' comes to mind.
This very different to child abuse which should not be tolerated.
