1       Introductions, apologies and substitutions

The Llywydd sent her apologies, the Deputy Presiding Officer Chaired the meeting.



2       Minutes of the previous meeting

The minutes for the meeting were agreed by the Committee for publication.



3       Organisation of Business



3.1   This Week's Business


·         All votes in relation to the Abolition of the Right to Buy and Associated Rights (Wales) Bill would take place during Stage 3 proceedings.


·         The Minister for Government Business confirmed that voting on all other items of business would take place before Stage 3 proceedings began.



·         The Llywydd informed Business Managers that there would be a 10 minute break before Stage 3 proceedings began.


·         Voting Time would take place before the Short Debate.



3.2   Three Week Timetable of Government Business

Business Committee noted the 3 Week Timetable of Government Business.



3.3   Three Week Timetable of Assembly Business

Business Committee determined the organisation of Assembly business and agreed to schedule the following items of business:

Wednesday 10 January 2018 –

·         Debate on the Climate Change, Environment and Rural Affairs Committee report: Turning the tide? Report of the inquiry into the Welsh Government’s approach to Marine Protected Area management (60 mins)

·         Time allocated to the Welsh Conservatives (60 mins)

·         Time allocated to Plaid Cymru (60 mins)



3.4   Members' Legislative Proposals - selection of motion for debate

·         Business Committee selected a motion for debate on 6 December:

NNDM6596 David Melding (South Wales Central)

To propose that the National Assembly for Wales:

1.   Notes a proposal for a Bill to increase citizen participation in policy making in Wales.

2. Notes that the purpose of this Bill would be to improve the efficiency and effectiveness of public services.


·         Business Managers agreed to schedule two Debates on Members’ Legislative Proposals in the New Year, and selected the following motions:

NNDM6576 Steffan Lewis (South Wales East)

To propose that the National Assembly for Wales:

1.   Notes a proposal for a Welsh Continuation Bill

2. Notes that the purpose of this Bill would be to affirm the continuation in Welsh law of all areas previously a matter of EU law that fall within the legislative competence of the National Assembly for Wales in accordance with the Wales Act 2017.

To propose that the National Assembly for Wales:

1. Notes a proposal for an inclusive play Bill.

2. Notes that the purpose of this Bill would be to improve inclusive play opportunities by placing a duty on local authorities so that they must provide play equipment that meet the needs of children with disabilities.
